OHSBCA Coaches Clinic
2023 OHSBCA Clinic will be returning to the clinic format of Sunday/Monday and the downtown Columbus location for this year’s clinic. The clinic will be held on Sunday, September 17, 2023 and Monday, September 18, 2023 at Batelle Hall in the Greater Columbus Convention Center.

The 2023 Clinic will use the Sonesta Columbus Downtown Hotel as the Clinic Headquarters. It has over 400 rooms, so all coaches who desire to attend the clinic will be able to be housed at the clinic site. In addition, the downtown Arena District is located within walking distance of the Sonesta Hotel, giving clinic attendees ample entertainment opportunities.

Batelle Hall will be set-up with a basketball court to allow for sessions “on the court.” The line-up of speakers is below with their topics.

We hope moving back to the original format and location will allow our coaches to have an enjoyable weekend with their staff. This clinic is a great way to get ready for the upcoming season and catch up with friends from around the state! So, make plans now to attend the 2023 OHSBCA Coaches Clinic!

Rule Changes for 2023-24
INDIANAPOLIS, IN (May 15, 2023) – Beginning next year, high school basketball teams will shoot two free throws for common fouls when in the “bonus.” This change to Rule 4-8-1 eliminates the one-and-one scenario and sets new foul limits each quarter for awarding the bonus free throw.

Rules changes were approved by the National Federation of State High School Associations (NFHS) Basketball Rules Committee at its annual meeting April 24-26 in Indianapolis. The recommendations were subsequently approved by the NFHS Board of Directors.

In addition to awarding two foul shots for all common fouls, teams will reach the bonus when their opponent commits five fouls in each quarter and team fouls will reset at the end of each quarter. Previously, teams were awarded the one-and-one bonus when their opponents committed seven fouls in a half and two foul shots when ten fouls were committed each half.

“The rules committee studied data that showed higher injury rates on rebounding situations and saw this as an opportunity to reduce opportunities for rough play during rebounds,” said Lindsey Atkinson, NFHS Director of Sports and liaison to the Basketball Rules Committee. “Additionally, resetting the fouls each quarter will improve game flow and allow teams to adjust their play by not carrying foul totals to quarters two and four.”

The throw-in procedure for front-court violations was simplified in Rules 7-5-2 through 7-5-5. When the ball is in team control in the offensive team’s frontcourt and the defensive team commits a violation, a common foul prior to the bonus, or the ball becomes dead, the corresponding throw-in by the offensive team will be at one of four designated spots determined by where the infraction took place. The designated spots are either the nearest 28-foot mark along each sideline or the nearest spot three feet outside the lane line on the end line. The one exception is when the defensive team causes a ball to be out of bounds, the throw-in shall be the spot where the ball went out of bounds.

Throw-in administration was also addressed in a change to Rule 7-6-6. When an official administers a throw-in to the wrong team, the error can be fixed before the first dead ball after the ball becomes live unless there has been a change in possession.

Other approved rules changes include:

Rule 2-1-3 establishes the official placement of a shot clock operator at the scorer’s table for those states utilizing the shot clock.
Rule 3-4-5 clarifies that multiple styles of uniform bottoms may be worn by teammate, but they must all be like-colored and adhere to uniform rules outlined in Rule 3-6-2 regarding logos and trademarks.
Rule 3-5-6 addresses undershirts and allows teams to wear a single solid color or solid black for visiting teams with dark jerseys. This provides an opportunity for schools with hard-to-find colors to have all players wear a black undershirt.
Rule 9-3-3 was amended to allow a player to step out of bounds and return to the court if they gain no advantage. A player is penalized only if, after returning inbounds, the player is the first to touch the ball or avoids a violation.

Bob Arnzen Award
The Bob Arnzen Award is awarded to coaches who have devoted 20 consecutive years or more service to the same school at any level and must be an active member of the OHSBCA for the past five years. Recipients will receive a plaque at halftime of their respective state tournaments.

RPI Rating System

On behalf of the Ohio High School Basketball Coaches Association, I hope that each of you had a productive summer with your basketball teams and are looking forward to another season of with family and friends.

I would like to update you on the RPI Rating System for seeding purposes. The OHSBCA has been communicating with OHSAA over the summer and a group of 15 to 20 coaches met in early August with OHSAA Executive Director Doug Ute, Bob Goldring (OHSAA Staff), and three of the four OHSAA representatives for basketball, Jim Hayes (Central / Southeast), Don Spinell (East / Northeast), and Kevin Calver (Northwest). The topic of discussion was the switch to Max Preps for the RPI rating system. 

Representatives from Max Preps presented the RPI formula at this meeting and provided several scenarios using different percentages for the categories in the RPI formula. Max Preps will again be presenting to our association at our annual fall meeting on Monday, October 23. At this meeting we will be deciding what the percentages will be for the three categories which make up the RPI rating.

The three categories a MWP (Modified Winning Percentage), OWP (Opponents Winning Percentage), and OOWP (Opponents Opponents Winning Percentage). The OHSAA Board of Directors approved the use of Max Preps RPI at their August 31 meeting for 2024 tournament seeding for girls’ and boys’ basketball.

Cleveland Cavaliers Presentation - Scott Macdonald from the Cavs presented ideas about youth programs and being more visible with the OHSBCA. Austin Carr and Campy Russell will be attending our golf outing, and making a presentation following the event.

MaxPreps - Joe Balogh reported Max Preps was at an August 1 meeting to explain their formula for seeding procedures. Most felt the 40-35-25 percentage was the most accurate. Max Preps will be at the Oct. 23 Meeting for further explanations. We would like to form a committee for this matter.

Shot Clock Survey - Doug Graham would like a detailed survey of how each boys/girls coach feels about the shot clock. We want to know how EACH school votes.

Girls Midwest Live - Andy Booth felt that things went very well, and that we should continue with a two-day event on June 14-15.

Boys Midwest Live - Doug Graham discussed the play dates for next year being June 28-30, 2024. We considered adding an additional day to the week. Several other items were discussed including lodging, meals, and the possibility of a Referee Clinic to defray officiating cost. It was stated that room reservations should be made in advance.

North-South Game  - John Feasel stated that we need to increase admission to $10 per person. It was also decided that we need a Girls Roster Position, Boys Roster Position and a Site Management position. It was stated that Greg Nossaman be approached first about doing the Boys Roster and Site Manager.

Hooplines - Pat Carroll shared information about the cost of the fall issue of Hooplines. It was decided to eliminate the Fall Issue and replace it with an OHSBCA Newsletter. We will continue the Constitution/Year in Review mailing and the Spring Issue.

OHSBCA Financial Report - Pat Carroll  went over each activity and their balances for each event that the OHSBCA conducts. He shared a current balance and handed out information about the expenses of all our activities.

Awards Information - Joe Balogh - Discussion was held and nominations were presented for the following awards: Larry Wilson Award - Sean O’Toole (Gilmour Academy)  NFHS Boys Coach - Ed Calo (Westerville South)  NFHS Girls Coach - Jack Purtell - (Reynoldsburg) John Wooden Hall of Honor - Boys - Joe Petrocelli Girls -  Mary Jo Huismann.  Joe reminded everyone that the SEI Awards for this coming year are for Districts 1-4. Joe also explained that the OHSAA is asking us to split up our presentation at the State Tournament. Game 1(Saturday) will be the Wooden Hall of Honor, and Game 2 will be the Paul Walker Award, Century Awards and Arnzen Awards.

Executive Committee Responsibilities - Doug Graham led a discussion about what each officer would be in charge of for the year ahead. We have committee chairpersons for Academic Awards, Paul Walker Award, HOF Banquet, HOF Nominations, COY, POY, Asst.COY, Scholarship Awards, Academic All-Ohio Teams. We want to establish a succession plan for the future.

Larry’s List - Larry Wilson stated that the rooms for the state tournament at the Dayton Marriott will be $143 per night. You can stay 2, 3, or 4 nights. He will have more information at the next meeting.

Adam’s List - Adam Hall explained it has been difficult to get speakers for the clinic this year. He explained the VIP Seating at the clinic. He talked about the Podcasts he has been doing. We also agreed to support the NCAA Women’s National Championship in Cleveland. He suggested that we have a female coach on the executive committee, as well as the possibility of a minority coach rep as well.

Nominations for OHSBCA Hall of Fame
Any coach can nominate a worthy candidate for the OHSBCA Hall of Fame. From time to time, questions are raised why coach so and so is not in the Basketball Coaches Hall of Fame. Sometimes it is just a simple fact that the coach has not been nominated for this honor.

OHSBCA members who achieve Century Award status (100-200-300-400-500-600-700 wins) during the season should complete the Century Award Form located on  the OHSBCA website (oh.nhsbca.org, click on Forms, then click forms online, and click the Century Award).

*    Varsity coaches may count their varsity wins in Ohio only 
*    Boys and Girls wins may be combined for total wins.
*    Junior Varsity, Freshmen, and Junior High coaches may count their wins at any level towards their totals
